Tournament Regulation

1. Rules

The Gallini Cup will be played in accordance with applicable sections of the FIFA rules and the Italian FIGC rules.

2. Category of participation and age limits

Edition #27 of April 18th-21st, 2025

  • U12 | boys born between January 1st 2013 and April 18th 2015 + girls born between January 1st 2012 and April 18th 2015 (9v9)
  • B14 | boys born in 2011 + max 5 players born in 2012
  • B15 | boys born in 2010 and 2011 + max 5 players born in 2012
  • G15 | girls born from January 1st 2010 | Donna Cup 
  • B16 | boys born between January 1st 2009 and April 18th 2011
3. Loans

Max 3 (three) loans per team are allowed. They are valid for the entire tournament with a regular permit by the owning Club, that can’t be one of the participating teams.
Loans are not interchangeable.

4. Players List

4.1 Tournament list
All participating Clubs, before the beginning of the tournament, must send to the organization the list of players that can include maximum 25 players. Once the list has been provided, few hours before the first match, no changes will be allowed.

4.2 Match list under 12
A match list must be presented to the referee before every match, with maximum 18 players in it. This list can change for each match, but it must always include 18 of the 25 names registered in the tournament list.

4.3 Match list of other categories
A match list must be presented to the referee before every match, with maximum 20 players in it. This list can change for each match, but it must always include 20 of the 25 names registered in the tournament list.

4.4 Identification
All players and staff must show their original identification documents (ID or Passport) to the referee, before each match. 
The referee will not allow anyone to take part to the match without an original identification. Copies or digital documents are not valid.

4.5 Jerseys
If the players wear shirts of confusing colors, it is up to the host team to change their shirts. The visiting team keep its colors.

5. Substitutions

5.1 Category U12
The substitutions will be done in full respect of the rules set out in the No.1 official statement from S.G.S. – Rome: all the players in the match list must play at list half time.
Therefore all teams must perform every substitution at the end of the first half and the new players can’t be replaced until the end of the second half, except for valid health reasons.

Flying substitutions are not allowed.

5.2 Other categories
Maximum 7 substitutions are allowed, regardless the playing position, at every moment of the match.

Flying substitutions are not allowed.
A substituted player can’t play again in the same match. 

6. Participating teams

At the tournament can play all the invited teams.

7. Competition

7.1 Tournament formula
Teams are divided into groups of 4 or 5 teams each where they all meet in a round robin serie.

7.2 Qualification rules
The best two teams of each group will go to the playoff A.
The other teams in the group will advance to playoff B.
A draw in the playoff will be decided by penalty kicks according to the FIFA rules.

8. Ranking

8.1 Ranking criteria
– 3 points for winning
– 1 point for a tie
– 0 point for losing

8.2 Ranking rules 
If two or more teams have the same number of points, the order will be decided as follows:

Category U12
– Outcome of direct matches
– Number of younger players
– Best place in discipline ranking and Fair Play
– Draw

Other categories
1 – Direct matches results
2 – Goals difference between the teams with the same points
3 – Goals difference in all the group matches
4 – More goals scored in total
5 – Draw

9. Playing time and sizes

9.1 Duration of the matches
Under 12 mixed: 20+20 minutes
Under 14 boys: 25+25 minutes
Under 15 boys: 25+25 minutes
Under 16 boys: 30+30 minutes

9.2 Dimensions, category U12
Matches are 9v9 in reduced pitches and goals, with balls size 4.

9.3 Dimensions, other categories
Matches are 11v11 on regular size pitches with regular goals and balls size 5.

10. Penality kicks

Penalty kicks are scheduled only for final, semifinals or direct elimination matches.
In case of a tie at the end of the regular times, there will be penalty kicks regulated by the Rule 14 of the Game Rules and the official decisions.

11. Extra time

The are no extra-times. In case of a tie, to establish the winner there will be penalty kicks performed as shown in article 10.

12. Referee

12.1 Official referees
Matches will be refereed by official members of F.I.G.C. and A.I.A. 
Matches reports and player’s lists will be sent to the committee in charge in time for the supervision of the sport judge.

12.2 Linesmen
Every team must present, at each match, one of their staff members to do the linesman, expect semifinals and finals.

13. Commitee

There will be a committee for the tournament responsible for any dispute, protest, complaint or any unexpected circumstamce
The committee direction will be announced to the participating teams before the tournament.

THE COMMITTE WIL NOT ACCEPT COMPLAINTS OR PROTESTS ABOUT REFEREES DECISIONS.

The committee will inform the appropriate National and International Federations, that will take appropriate measures, to every player and member of the participating teams guilty of unsporting conduct during the tournament.

If you have comments about the referees you are more than welcome to leave your feedback to AIA (Italian Referee Association).

14. Tournament regulation

The tournament regulation is managed by the sport judge in charge or his substitute from the appropriate commitee.

15. Sanctions

15.1 Category under 12
– The article 45, paragraph 2 of the Sport Justice Code, don’t consider automatisms of sanctions for the U12 category, so every sanction will be made by the Sport Judge.
– A player that receives a red card, can be replaced only on the following half.

15.2 Other categories
In the following cases the sanction is immediately affective:
– The player that receives a red card is automatically banned from the following match
– The tournament jury can decide about suspension for further games in case of a direct red card.
– The player that receives two yellow cards during the tournament, can’t play the following match, following the declaration of the sport judge.

If a player that is suspended participates in a game, the team with the suspended player automatically loses the game with 0-3

16. Complains

Any complaint must be presented within 30 minutes from the end of the match with a € 100 tax. A copy of the complaint must be handed to the counterpart still within 30 minutes.

The organization won’t accept complains regarding decisions of the referees. Any decision of the referee is final and can’t be changed under any cirmustances.

17. Insurance

17.1 Coverage
It’s up to every participating team to assure their players with an insurance coverage. The tournament organization could check the regularity of this coverage.

17.2 Responsibility
By registering to participate in Gallini Cup, the team manager in charge must have the necessary authority and permission from the participants, the participants’ guardians and the registered association. Participation in the tournament is at the participants’ own risk and the team manager in charge is responsible for all participants whom the team manager has registered, which should be included in the list of participants.

The team manager in charge is obligated to ensure that all participants are insured on the pitch. Each participant is responsible for his/her personal insurance off the pitch. Participants from countries that have no medical insurance agreement with Italy must have personal medical insurance. Neither Gallini Cup nor the organizer has collective insurance to cover injuries, illness, theft or damages.

Neither Gallini Cup nor the organizer is responsible for compensation and they are also not responsible for financial losses or damages that may occur due to events outside the control of Gallini Cup or the organizer, such as war-like events, fire, flood, interruptions in public transport connections, government actions, strike or other similar circumstances.

18. I.F.A.B.

All the matches will be played according to the rules of International Football Association Board (IFAB).

19. General rules

For what is not included in this list of rules, the dispositions of the Federal rules are valid as far as they’re compatible together with the ones written on Official Communication N° 1 of the Youth and School Sector related to this sport season.

20. Behaviour in the hotel

The team manager, as indicated on the tournament’s list, is responsible for any damage caused by their players.
A credit card will be asked at the check-in, to be used in case of damages, extra services or consumptions.
Consumption of alcoholic beverages is absolutely forbidden for all players.
It’s strictly forbidden to wear football shoes in the hotel.
Silence is prescribed in each hotel between 10pm – 6pm

21. Cancellation policy

21.1 Group cancellation
The registration fee is not refundable.
In case of group cancellation, the final payment (to be done 2 months before the arrival) is not refundable.
So if the team doesn’t arrive in Pordenone for any reason (flight cancellation, broken bus, people tested positive to Covid, etc.), there will be no be refunds.

21.2 Individual cancellations
Single cancellations (sick player, last minute injuries, etc.) can be refunded in cash upon arrival as follows:
– 100% refund if the organization will be informed at least 1 week before the arrival;
– 50% refund if the organization will be informed at least 72 hours before the arrival;
– no refunds for cancellations made less then 72 hours before the arrival;
